According to CCTV News, starting from July 1, the Ministry of Transport, together with the National Financial Regulatory Administration, will centralise the processing of twelve government service items required for a seagoing vessel to set sail. Both the processing time and the number of required application documents are set to be reduced by more than half.

The Maritime Safety Administration of the Ministry of Transport stated that for a newly built seagoing vessel—from the completion of construction to meeting the conditions for sailing—enterprises previously needed to handle multiple government service items across various departments. Items now integrated into this "One-Stop" processing for seagoing vessel sailing include the Certificate of Ship's Nationality, Registration of Ownership, Minimum Safe Manning Certificate, Radio Station Licence, and insurance certificates.

To address issues such as the multitude of steps, lengthy processing times, and significant losses incurred while vessels are idle, the Ministry of Transport initiated pilot programmes in Zhejiang Province in 2024. Through cross-departmental collaboration, business process re-engineering, and data sharing, the initiative has achieved a model of "one application form, parallel approvals, and completion in a single process."

Xu Hong'er, Director of the Government Affairs Centre of the Ningbo Maritime Safety Administration, explained: "During the pilot, our maritime department and the financial regulatory department cooperated in depth and shared information. The number of application materials was streamlined from the original 68 to 24. The processing time, which used to accumulate to 110 working days when processed item by item, has been reduced to a maximum of 15 working days—an efficiency improvement of over 90% in certificate processing. Cumulatively, this has saved enterprises more than 8 billion yuan in economic costs."

Following the nationwide implementation, measures such as a "notification and commitment system combined with acceptance of incomplete documentation" will also be introduced. A dedicated module on the "Maritime Pass" App will be established, complemented by shared electronic certificates, enabling intelligent pre-filling, smart reminders, and intelligent pre-screening. This will allow enterprises to complete pre-processing without leaving their offices.
